Gangsters and Revolutionaries is the first in-depth study of one of the 'people's armies' which emerged from the chaos at the close of World War II in Indonesia to join the struggle for Indonesian independence in 1945. It traces the story of the People's Militia of Greater Jakarta from its origins as a loose network of petty criminals and labor bosses in the slums of urban Jakarta and the feudal estates of the surrounding countryside, to its destruction at the hands of the Indonesian army in the late 1940s. Since 1998, which marked the end of the thirty-three-year New Order regime under President Suharto, there has been a dramatic increase in ethnic conflict and violence in Indonesia. In his innovative and persuasive account, Jacques Bertrand argues that conflicts in Maluku, Kalimantan, Aceh, Papua, and East Timur were a result of the New Order's narrow and constraining reinterpretation of Indonesia's 'national model'. The author shows how, at the end of the 1990s, this national model came under intense pressure at the prospect of institutional transformation, a reconfiguration of ethnic relations, and an increase in the role of Islam in Indonesia's political institutions. It was within the context of these challenges, that the very definition of the Indonesian nation and what it meant to be Indonesian came under scrutiny. Three decades of authoritarian rule in Indonesia came to a sudden end in 1998. The collapse of the Soeharto regime was accompanied by massive economic decline, widespread rioting, communal conflict, and fears that the nation was approaching the brink of disintegration. Although the fall of Soeharto opened the way towards democratization, conditions were by no means propitious for political reform. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion.

Armed separatist movements in Papua, East Timor and Aceh have been a serious problem for Indonesia's central government. This book examines the policies of successive Indonesian governments to contain secessionist forces, focusing in particular on Jakarta's response towards the armed separatist movement in Aceh. Unlike other studies of separatism in Indonesia, this book concentrates on the responses of the central government rather than looking only at the separatist forces. It shows how successive governments have tried a wide range of approaches including military repression, offers of autonomy, peace talks and a combination of these. Around the globe, populists have used the decline of established political parties and widespread societal fears of globalization to launch increasingly successful electoral campaigns. Indonesia is no exception. In the 2014 presidential elections, two populists even competed against each other--albeit with vastly different concepts of populism. Prabowo Subianto, the wealthy former son-in-law of ex-autocrat Suharto, offered a classic populist paradigm based on anti-foreign rhetoric, condemnation of the status quo, appeal to the poor, and neo-authoritarian reform plans. By contrast, his opponent, the down-to-earth former carpenter and Jakarta governor, Joko Widodo ("Jokowi"), advanced a new form of technocratic populism that was inclusive, nonconfrontational, and primarily focused on improving the quality of public service delivery. This study explores the dynamics of the electoral contest between Prabowo and Jokowi, and analyzes what they tell us about the conditions under which populist campaigns are launched and succeed or fail. It shows that Prabowo's campaign was ultimately defeated because Indonesia's post-Suharto democracy was not in a state of acute, life-threatening crisis. However, the issue also illuminates Jokowi's struggle to establish his populist rule after his inauguration as president, with oligarchic forces and other members of the old elite forcefully trying to intrude into his new government.

Reinventing Indonesia presents an insider's view of the tumultuous transition that took place in Indonesia from 1997 to 2004. This was a period of unprecedented changes in democratized governance and decentralizing power throughout the country amidst significant economic turmoil. The results of these changes were not pre-ordained, but were the result of the social forces unleashed by the Asian Financial Crisis and the end of the New Order as well as the deft guidance of key policymakers. The book also examines the origins of the economic crisis of the late 1990s in Indonesia and the actions taken to address the crisis during those difficult years.The authors were directly involved in many of the events recounted in this book, particularly Ginandjar Kartasasmita through his career in the Indonesian government under various ministerial positions. The Wilopo Cabinet was something of a watershed in post-revolutionary Indonesian politics. During its fourteen months of existence important changes developed in the constellation of political power among the major political parties, the President, and the army. And within one of the major parties there occurred a shift in the relative strength of leadership groups of such importance as to bring about significant changes in the party's political posture and in its relationship with several of the other parties. It was during this period that cabinet government was seriously undermined and parliament lost much of its prestige and power; and it was during these fourteen months that were set in train many of the developments which have dominated Indonesian political life in the last few years. The key political events of this period are complex and confusing and have generally been but imperfectly understood outside of Indonesia. Yet failure to understand them can result in more than inability to understand the period itself. It will also make difficult any full and sound comprehension of the important developments of the past few years.
